Who We Are
In 1995, four tribes lodged overlapping native title claims across the Bundaberg Region, spanning from Gladstone to the Auburn Range near Monto and the Burrum River – covering 19,500 square kilometres of land and 26,600 square kilometres of sea. After 17 years, the Bailai, Gurang, Gooreng Gooreng and Taribelang Bunda peoples joined forces and successfully established one united corporation – Port Curtis Coral Coast Ltd. Since consent determination was granted in 2017, the PCCC, now referred to as FNBGGGTB (First Nations Bailai, Gurang, Gooreng Gooreng, Taribelang Bunda People) and representing around 5000 common law holders, has grown to comprise a group of charitable entities consisting of RNTBC (Registered Native Title Body Corporate managing native title rights and interests), PCCC Trust, (managing and investing income and property), and the DevCo (Development Corporation which operationalises strategic priorities).

The Opportunity
The position of General Manager Community will include the establishment and implementation of the Community business unit and will ultimately be responsible for delivering impactful programs and initiatives that enhance community engagement, education and wellbeing. This role will oversee social programs, education and training, community activities and administrative functions, ensuring alignment with the organisation’s strategic vision and goals.
Responsible to the Group Chief Executive Officer and Board, the key responsibilities of this role will include:
Leadership and Strategy
- Develop and implement strategies to enhance community engagement and deliver measurable social impact
- Provide leadership, mentorship, and support to the Community team, fostering a culture of collaboration, innovation and inclusion
- Act as a key advisor to the organisation on community focussed initiatives and outcomes that align with aspirations of the members.
Program and Service Delivery
- Oversee the development, implementation, and evaluation of social programs that respect and promote member culture, traditions, and values.
- Ensure education and training initiatives are accessible, culturally appropriate, and impactful, meeting both organisational and community objectives.
- Lead the planning and execution of community activities and events that foster connection, participation, and cultural pride.
Stakeholder Engagement
- Build and maintain strong relationships with communities, elders, partners, and stakeholders to support program delivery and enhance organisational reputation.
- Represent the organisation in community forums, partnerships, and public engagements.
- Collaborate with funding bodies and partners to secure resources and support for community initiatives.
Governance and Compliance
- Ensure compliance with relevant regulatory, legal, and funding requirements, particularly those related to First Nations governance and funding agreements.
- Provide regular reports to the CEO and Board on the performance, risks, and outcomes of the Community unit.
- Develop and implement policies and procedures that support effective program delivery and community engagement, ensuring alignment with cultural protocols.
Financial and Resource Management
- Oversee the Community unit budget, ensuring efficient use of resources and alignment with organisational priorities.
- Monitor financial performance and provide accurate reporting on program costs and funding utilisation.
- Identify and pursue funding opportunities to support community initiatives and promote self-determination.
Team Management
- Support the professional development and performance of direct reports through regular coaching, feedback, and training.
- Promote a collaborative team culture that values diversity, inclusion, and cultural safety.
- Ensure team members have the tools and resources needed to deliver high-quality outcomes.
What You Will Bring
- Tertiary qualification in community development, education, or a related field (Preferred but not essential)
- Proven experience in a senior leadership role managing community-focused programs and initiatives, preferably within a First Nations context.
- Proven experience in developing and implementing strategic goals
- Demonstrated understanding of First Nations cultures, histories, and contemporary issues.
- Demonstrated expertise in program development, implementation, and evaluation.
- Familiarity with regulatory and compliance requirements relevant to community programs and First Nations governance.
